Special Conditions Telecommunications Services by using VSAT System
This document sets out special conditions attached to VSAT Saudi licence to provide telecommunications services using a VSAT system in Saudi Arabia
The conditions include: scope of licensed services; specific conditions on the licence term and renewal; and specific conditions related to fees.
This document should be read in conjunction with the general terms and conditions of VSAT licences.

1. SCOPE OF LICENSED SERVICES
1.1 Pursuant this License to the Licensee to practice the following:
A. Establish, operate and maintain a Telecommunications Network by using (VSAT) System in the Kingdom conforming to international standards approved by a recognized international standards organization(s) acceptable to the CITC to provide the telecommunications services in accordance with the terms and conditions of this License.
B. Providing telecommunications services by using (VSAT) System on local and national level.
C. Using space capacities of the Satellites allowed to be used in the Kingdom, an agreement can be concluded with other Operators licensed for (VSAT) Systems to participate in these capacities.
1.2 The service Provider may link the closed groups in the company of others inside or outside the Kingdom, in case of providing the Internet Services to those groups pursuant to the Commission Statutes, this should be through international gateways Licensed by the Commission inside the Kingdom.
1.3 The location of the Station/Stations Hub of the (VSAT) System belonging to the Licensee shall be inside the Kingdom and can be used for monitoring and control of the (VSAT) Systems in other countries, provided that necessary Licenses or approvals shall be obtained from those countries.
1.4 The Licensee shall comply to coordinate with the Commission in regard to registering the Station/Stations Hub pursuant to the International Telecommunications union (ITU) Statutes and also any other terminal station using very huge antenna and a wide band of radio frequency.
In case the Commission allows the Licensee to use the frequencies licensed before completion of the required coordination procedure, the Licensee is mandated to provide the necessary information and carrying out the necessary adjustment or amendment operations at his own expenses.
1.5 Content transmission is subjected to separate Licenses or permissions issued by the related Government bodies.
1.6 Fulfilling the requirements of the Universal Access and Universal Services determined by the Commission.
1.7 No engagement shall be made with any telecommunications Networks not licensed by the Commission.
2. License Term and Renewal:
This License shall be valid for ten (10) years from 00/00/1400H (00/00/2000).The license may be renewed for a similar period, subject to the CITC approval in accordance with its Statutes

The Licensee shall pay the following fees in accordance with the terms of Article 7 of the General Conditions of this License
• Fees paid once S.R. (30.000) against issue of License.
• Commercial Provisioning Fee amounting to an annual payment of S.R. (30.000)
• An Annual Fee S.R. (25.000) against administrative works and services provided by the Commission pursuant to its Statutes.
• An amount paid for each License renewal S.R. (10.000) against License renewal.
• an annual fee for the spectrum usage assigned to the Licensee as per the CITC spectrum fee schedule;
• a fee for the usage, reservation and assignment of numbers to the Licensee as per the CITC Decision No. 34/1425 dated 4/1/1425H.
